Preface

The twenty-first century has witnessed an unprecedented transformation in the relationship between technology, governance, and society. Among the many technological revolutions shaping the modern world, Artificial Intelligence (AI) stands as one of the most influential forces redefining political systems, public administration, international relations, and democratic processes. From predictive governance and algorithmic decision-making to digital surveillance and electoral campaigning, AI has become deeply embedded within the structures of political power. The textbook Artificial Intelligence and Political Power has been written to explore this evolving intersection between intelligent technologies and contemporary political dynamics.

This book is designed to provide students, researchers, academicians, policymakers, and general readers with a comprehensive understanding of how AI is reshaping political institutions and governance structures across the globe. The growing use of machine learning, big data analytics, automated communication systems, facial recognition technologies, and digital platforms has transformed the ways governments interact with citizens, formulate policies, maintain security, and influence public opinion. At the same time, these developments raise important ethical, legal, and democratic concerns regarding privacy, accountability, transparency, misinformation, and concentration of technological power.

The primary objective of this textbook is to present both the opportunities and challenges associated with AI-driven political systems. It discusses the historical evolution of political technology, the emergence of digital governance, the role of AI in elections and political communication, cybersecurity and surveillance, algorithmic governance, global geopolitical competition in AI, and the future of democracy in the age of intelligent machines. Special attention has also been given to the implications of AI for developing countries, digital inequality, and public policy frameworks.

The chapters have been organized systematically to enable readers to understand theoretical foundations as well as practical applications of AI in political environments. Real-world examples, contemporary case studies, policy debates, and interdisciplinary perspectives have been incorporated to make the subject accessible and relevant. The book aims to encourage critical thinking about the balance between technological innovation and democratic values in an increasingly digital political order. This textbook also acknowledges that AI is not merely a technological tool but a transformative force capable of influencing economic priorities, national security strategies, social behavior, and global power relations. Nations that successfully integrate AI into governance and development strategies may gain significant political and economic advantages, while those unable to adapt may face widening technological and institutional gaps. Therefore, understanding AI and political power is no longer optional; it has become essential for informed citizenship and responsible governance.

I sincerely hope that this book will serve as a valuable academic resource for higher education institutions and contribute meaningfully to discussions on technology, politics, governance, and society. I also hope that it inspires readers to critically engage with the ethical and democratic implications of emerging technologies and to envision a future where artificial intelligence is used responsibly for public welfare and inclusive development.

I express my gratitude to fellow scholars, researchers, students, and institutions whose intellectual contributions to the fields of political science, technology studies, and digital governance have inspired this work. Any limitations that remain are entirely my own, and I welcome constructive suggestions for future improvement.
